Short answer: level cap 60, Dual Specialization at 40, opt-in transmog, a Group Finder listing tool (no automatic queue announced), and account-wide Legacy Points. When does the level cap increase? Is it 30? The beta stopped at level 30 (IGN, 27 Oct). At launch on 5 Nov 10:00 am AEDT the cap is 60 (Blizzard). Blizzard plans to keep it at 60 and add content within it.
