Short answer: At WoW Forever launch, Warrior and Mage sit in S tier: they are strong for levelling, dungeons and group play. Hunter, Rogue, Warlock and Druid are A tier. Priest, Shaman and Paladin are B tier, as great healers whose damage specs were cut. This is a projection.

Why
Warrior (S)
Crits give 100% more rage (8 Oct); rage-from-damage rebalanced around questing armour. Whirlwind uses both weapons; Bloodthirst 45% AP. Tanks or DPS anywhere.
Mage (S)
Frost Blast (24, 40% slow) replaces Rank 1 Frostbolt kiting (weakened by down-ranking penalties). Cone of Cold stronger on ≤4 targets; Critical Mass up to 10%. Strong at every stage.
Hunter (A)
Aimed Shot baseline at 20; traps in combat. Drops from S for the 15 Oct pet nerfs and 0.5 sec Auto Shot rule.
Rogue (A)
Smooth Energy and Hack and Slash make Combat easy to gear. Poisons no longer proc on enemies hitting you.
Warlock (A)
Shadow Mastery doubled to 2–10%; Orc Command back. Pets carry levelling.
Druid (A)
Raid-wide Leader of the Pack and Moonkin Aura, baseline Omen of Clarity, Shifting Power for Feral.
Priest, Shaman, Paladin (B)
Good healers; damage specs took cuts (Paladin coefficients, Fire Nova) or need deep talents (Lava Burst 21, Elemental Mastery 31).

We rank editorially, using only Blizzard's Forever beta development notes (updated 26 Oct US) and panel recaps, checked against Wowhead. We weigh each class's levelling speed, group utility, damage, healing or tanking, and the size of its Forever changes. We have no live logs or population data yet, so every tier is unconfirmed.
