WoW Forever Protection Paladin Leveling
Tooltips: Wowhead Forever DB, exact matches only (build 70532, 28 Oct).
Protection gets a big upgrade in Forever, and Wowhead rates it a very viable, if not the best, paladin leveling spec. It cleaves packs well and still brings group buffs.

Talents
- Pursuit of Justice 2/2 by level 21 is the first goal.
- Early Retribution: Deflection or Benediction; take Benediction if you skip the Sanctified Judgement option.
- Sanctified Judgement is mana-efficient but delays Holy Shield by 3 levels. A level 40 respec for Holy Shield is optional.
Mana
Protection regains mana by being hit, more with more mobs (Shield Specialization). Casters are hard because Protection has no interrupt. Sync Judgement and Holy Strike, and time seal refreshes and Consecration together to respect the 5-second rule.
Leveling rotation

| 2 | Seal of Fury while tanking. |
| 3 | Judgement (off the global cooldown). |
| 4 | Consecration if mana allows. |
| 5 | Holy Shield if talented. |
| 6 | Exorcism on Undead or Demons. |
| 7 | Hammer of Wrath when tanking 0–1 targets. |
Below about 20% spell power gear, a non-spell-power weapon is usually better because spell power weapons carry a 25% damage penalty.
